Hate Crime

There is a distinction between a Hate Incident and a Hate Crime.

A Hate Incident is defined as:
Any incident, which may or may not constitute a criminal offence, which is perceived by the victim or any other person, as being motivated by prejudice or hate.

A Hate Crime is defined as:
Any hate incident, which constitutes a criminal offence, perceived by the victim or any other person, as being motivated by prejudice or hate.

A hate crime/incident refers to behaviour motivated by prejudice on the grounds of, for example, race, religion, sexual orientation, and disability.

Southend has its own Hate Crime Incident Panel, which acts as the monitoring forum for hate crimes/incidents. It is a focal point via which the impact of Hate Crime/Abuse may be assessed, disseminated and feedback obtained on present policy, or proposed changes and improvements in resolving issues for individuals and communities affected by hate crime issues.
